The USA's away World Cup Qualifiers and all of the qualifiers for every other CONCACAF team except the United States and Mexico will be shown on beIN Sport, the network announced earlier today. "By securing these exclusive TV rights, beIN SPORT again shows why it’s the place for U.S. fans to be in the best soccer action in the world,” beIN Sport managing director Yousef Al Obaidly said in a press release. “Fans can now cheer on the U.S. men’s team as they compete on the world stage, and they can see it only on beIN SPORT." Currently available only on satellite, beIN Sport is in the process of signing cable television distribution deals.

can someone explain the first sentence?
“The USA’s away World Cup Qualifiers and all of the qualifiers for every other CONCACAF team except the United States and Mexico will be shown on beIN Sport..”
I do not understand the “except” clause.
and why is USSoccer allowing this to occur. How can we follow the team when it is unknown channel?
It means that none of the USA’s home qualifiers and none of Mexico’s qualifiers home or away will be on beIN Sport. As for your other question, in CONCACAF the home federation controls the broadcast rights for their games. So the only games the US Soccer Federation controls are the home games. A Mexican broadcaster had already done deals for Mexico’s away qualifiers. That wasn’t the case in the United States.
